Luxury car maker Rolls-Royce says it's developed its first electric-powered vehicle, which will be unveiled at the Geneva Motor Show on March 1.

The English company will use the one-off Phantom 102EX to see how customers respond to a fully electric-powered car, and will take it on a tour of Europe, the Middle East, Asia and North America.

"We have engineered the world's first battery electric vehicle for the ultra-luxury segment," chief executive Torsten Muller-Otvos said in a statement.

"With this vehicle, we begin an exploration into alternative drive-trains, seeking clarity on which alternative technologies may be suitable to drive Rolls-Royce motor cars of the future."

The company wants to ascertain how long the car can drive between re-charges and how it operates in extreme weather conditions, but there are no plans yet to develop a production version.

"I must be convinced that any alternative drive-train we choose for the future delivers an authentic Rolls-Royce experience," Muller-Otvos said.

"It must be a technology that is right for our customers, our brand and which sets us on a sound footing for a sustainable future."

Rolls-Royce Motor Cars is a division of German car company BMW and is no longer connected to aero engine maker Rolls-Royce PLC.

Former world champ linked to 'surf rage'

Gold Coast police are investigating an assault complaint against former world surfing champion Sunny Garcia.

Police have confirmed a complaint has been made against the Hawaiian, but no charges have been laid.

Garcia and reigning Pipeline Master Jeremy Flores, from France, were involved in a fight with a surfer at a pro surfing contest at Burleigh Heads on the weekend.

The incident happened after Garcia's 15-year-old son, who was free surfing, was allegedly threatened by another board rider.

Flores claims he was defending Garcia's son when the former world champ joined the fight.

An amateur cameraman who recorded the fight in the surf claims he was attacked by Garcia soon after, when he approached the surfer on land.

The cameraman has laid a complaint with police and has supplied them with footage which they are examining.

The Association of Surfing Professionals (ASP) disqualified Flores from the Burleigh Heads event, and disqualified Garcia from a competition he was due to compete in at Newcastle next month.

ASP international media manager Dave Prodan told AAP the association's Rules and Disciplinary Committee convened on Monday morning to discuss the incident.

"At this point we don't know if there's going to be a decision made today, or whether or not the findings of the committee will be made public," he said.

"The rules state that surfers involved in an incident of that nature will be banned from the rest of the event if they're competing, and if they're not in that event they're banned from the next event, and I believe Sunny was committed to surf in the Newcastle event so he's been banned from that event.

"That was the immediate disciplinary action and now they've both been referred to the Rules and Disciplinary Committee which will consider further action."
